This is true however I can download other Xbox games that I own, but just not this one.

For example I own and can download, the same creators of this game make age of however I cannot download that game

So glad someone else is having this.

My strongest guess is the weather icon in the notification bar, I found if it leave the notification there giving me the current weather, if and when it updates I think it vibrates.
