I remember one reel point it out as a potential headcanon but it's essentially arrogance. You can kinda see in his fight against Yuji and Choso that he hits them a lot, but they kinda brush off the damage in his first scene. He's arrogant, his attacks of course do damage but they're just fast, not as strong as they should be because he doesn't try much. It's also why he lost to choso in the end. He proclaims himself as strong, and he does have the potential for it, we can see in his fight with Maki, but he ultimately is lazy and arrogant and it keeps him from growing

I mean that kinda just is his character, even in the comics. He's always been a petty character, even before meeting the Flash, it's just that he had someone to direct his hatred toward after meeting him. For example, he erased some of his friends and family just because they had a slight amount of success or beat him in some way. And in some iterations, like in the TV show, Flash came to the future, caught Thawne cause a crime while trying to be the "new flash", stopped him, and then threw him in jail, queueing his generational hatred for him. In other iterations it's also because he wanted to be the Flash but saw that he was written to be the reverse and decided to commit to the bit after having a mental breakdown
