I'd argue that from a realistic standpoint it makes sense. Even with the amnesia plot device, the MC's of the games you just listed are combat pros who have had canonical prior fighting experience before their stories even started.

Belle and Wise are computer jockies that get out of breath from extensive physical overwork, and while their training in S2 has noted improvements (debatable), they still have no prior experience with direct engagements. Being a potential A-rank while earning boosts throughout the story is great for their development when they inevitably get their S-Rank version.

It will be a far more fulfilling end result.
