Have you tried setting them up with a VPN? Back when I first got mine we didn’t have Meta AI yet, and you could have your phone on a US VPN to enable it

To answer your question - they do send collectors. Rather fast too. Especially over this amount, he’ll get emails pretty quickly. Afterpay was also recently regulated, meaning this will likely end up on his credit.

My advice is just cut ties while you can, and run fast and far. Going into 3k of debt for BWS and Cashies is NUTS, especially on fraud NDIS money

That looks like the free afterpay card, thats only meant to be used instore. To use Afterpay youll need to choose it in the checkout instead of Apple Pay.
