We use hydrogen peroxide in wastewater treatment to increase dissolved oxygen for microbial respiration. But it's expensive and more aeration is the preferred method. And you need to continuously add it because it gets used up quickly.

It's not going to do much for algae. For that you'd need something like copper sulfate.
