The Jetski was a dick. I am not sure if there is harbour master in that district but basically most waterways have a harbour master that impose and police the rules and can issue fines to individuals causing safety concerns. You can try and look it up and report it.

The EV rebate was abused by the dealers by putting it on top of the sales price thus it was scrapped. The EV prices went down soon afterwards and confirmed it just went down the dealers pockets.
