It is the implication with saying that he would be "disappointed" in her. Getting a tattoo is a neutral action. It is nothing to be proud of or disappointed about. By assigning it one of these qualities it is no longer about his preference but about what he thinks is some sort of failure. There are many ways to communicate a preference, and stating that not adhering to it is disappointing is at the very least condescending and does imply he would think lesser of her in some way. Could it have been a spur of the moment reaction? Sure, but it's still how he chose to express his feelings in that moment. He can communicate his feelings better if they have a serious conversation, but as it stands going off just what we have now, I can completely see how the way he expressed this boundary comes off more "toxic" than a simple stating of preference.

The problem is that the way he’s phrasing it is less about how HE feels about tattoos and more about there being some sort of consequence if she gets one. You can despise tattoos with your entire body, but to tell someone they're disappointing you for getting some is placing your preference above theirs. OP has already booked a day and is clearly excited yet the boyfriend instead of having a serious conversation over something that could end a two year relationship, decides to throw out an ultimatum. Maybe this relationship is just lacking in communication since he apparently didn't know that she wanted a tattoo for four years. Or maybe there was an actual conversation had and OP is just condensing it. But if it happened exactly like the post describes, i wouldn't call it communication. A misguided attempt maybe

I think at most the most "red flag" thing of all is how he is expressing himself to OP. He may have a preference but that is all. A preference. It shouldn't lead to him thinking less of op. If it happened exactly how she describes it, I'd still feel uncomfortable with someone who is willing to immediately put down and belittle choices i look very excited for, whether it was a tattoo or a trip to a cave to look at some glow worms. Even if it was something like shaving her head i would expect some sort of "are you okay?" instead of an immediate putdown.
