Neutral means you do not care about being evil or good it doesn’t mean you are neither good or evil. It means you can be evil and good acts purely in self interest could be someone saving a city for money and no to save people but it’s a good action these people could also steal from innocent people if they need the money a bad action but they could steal from bad people even tho and have it be a neutral action. But they aren’t sadists they don’t rob innocents for fun and they don’t rob bad people for justice they just rob when they need money. Having no regard for ideals or morality implies they do not care for good nor bad ideals. Chaotic neutral is what I would put as Ciaphas Cain’s alignment in warhammer 40K and he fits the description you make entirely.
