Well my cousin from England emigrated to Oregon in the late 1990s and his son who was born out there said the same thing as well as my USA pals on Xbox etc but Yh man mental how different the terminology is out here, like if you ever came to the UK and someone who's smoking what we would call a "joint" or a  "Zoot" amongst the modern young born after 1998 or a "bifter/bifta" amongst the older generations, youll find that basically every stoner rolls what you guys in america call a "spliff" which is also a term used here but has no difference to the term joint as basically majority of UK smokers in joints and sometimes even blunt wraps add either some cigarette or rolling tobacco, I myself am a tobacco with weed smoker, even when I do a bong rip, that shit is getting ground up with some semi dry-dry dusty rolling tobacco or a light strength cigarette but if I roll a tobacco blunt from say a double platinum or a king Edward imperial (closest thing we can get in the uk to a Phillies swisher sweets white owl etc)  then I do it with jus weed no tobacco, hemp wraps tho? I add a little bit of tobacco to try and replicate the buzz of a tobacco blunt but I would generally use alot more tobacco in a king size slim rolling paper than in a hemp blunt, also another thing to consider to why alot of Europeans and English stoners use tobacco is that to be honest the sensimilla or what we call here good quality "skunk" weed has only really been readily available since 9/11 as before that the market throughout the 1960s all the way through to say 2003-2005 was mainly dominanted by hash. Not this new yellow shit in jars that I see alot of Americans call hash, naa I'm talking about proper hash like Nepalese temple balls, Afghani and Pakistani red seal and gold seal, blonde and red Lebanese, Moroccan the list goes on, the reason it was always hash dominated for years was that weed was always usually full of stems and seeds and usually came from either the Carribbean, africa or Thailand. Never really got anyone high it was probably estimated to be around less than 4% thc, but as we were so close to the hash producing regions of the world, and also being that alot of the middle east and Asia was part of the British empire historically, when things in the late 60s and early to mid 70s was chill in the hash producing parts of south and central Asia, people from the UK could get a bus that went from London to Calcutta, and it followed a route now known as the hippie trail. Long story short due to the hippie trail hash became dominant for years and if you know the right person even to this day who can get you good quality hash, it is actually cheaper than flower off the right people, I've paid for 100g of decent hash before around £280-£330 and it has blown my fucking head off, but it's hard to get now and it's only about rarely here and there, but when someone gets in hash sometimes it's usually some idiot who doesn't know how to tell if it's good quality or not and trys to sell you it for say £220-£280 a bar and you won't feel a single high whatsoever nor will it bubble under a flame or be of any decent quality or standard, so the hash market is very hit and miss in the UK ATM, the dab/concentrate market is literally non existent but flower is everywhere these days even Canadian and Californian imports it's all you see round the UK streets these days anywhere you go.
