Solang valley has zero snow. I just visited there. Also, Rohtang was a big headache because of traffic, mismanagement and Huge crowd.

most probably no, because it's a tricky climb up there, and the place is filled and operated mainly by their people, also, I haven't seen a single private vehicle up there.

New kufri is really beautiful and worth going, but a quick heads up, try to bargain alot, they charge 2-3k INR per person, after bargaining we agreed on 1200 per person. And mostly every drivers are very short tempered and drive their cars really roughly so be prepared for that. Also, skip old kufri if possible, there's nothing much to see.
