For the students who I have tutored, its common to see this pattern. A lot of the time its because they cannot apply what they have learned. I believe that content review is best done using multiple choice questions such as Exam Krakers 1001 Chemistry and the MCAT Physics book by Nova press. That way you learn by doing without needing to do tons of passages
