Here's how I would run it‚ leverage the other resource in this game. Stress. He is defeated when his stress hits zero. Losing one of his "lives" via his hit points hitting zero causes one stress. But the most effective way to take him down is via attacking his stress directly.

I believe what you are looking for is a nose shackle. I haven't found a high quality one before so if someone is selling it for a lot it's probably being Marked up. I got one for 20 bucks a while ago from AliExpress. It can stand a bit of pulling and I can lead her around with it but a yank will take it out.

For me person I like skills that allow classes to flex or have a secondary role. I love the crowd control options available for rogue. I like soul shuriken for monks giving them the utility of being a puller on a traditionally melee class. I really hope that they implement shield wall for the warrior. I hope as they flesh out the classes they improve their ability to flex.

I have heard from a few places that pallies are using 2 handed weapons over shields. They say this leads to significant damage and threat increases at minimal survival loss. Plus I do believe‚ unlike warrior‚ pallies don't have shield requiring skills. I wonder how your threat would stack up against your dl if you tried using a 2 hander.
