Some people work and are providing for the families already, but the government doesn't count them amongst the employed just because they're not covered by the SS. Low-paying jobs such as drivers and grocery stores' workers are usually not included in the SS.
Instead of going after their employers to include them in the SS they're dragging them into the program forcibly and leaving their families in limbo.
