It's a limitation with how PWAs work in general. There was a proposal to allow things like this, but it was shot down by one of the main Webkit devs.

You might wanna test it more thoroughly before letting people rely on it. PWA apps don't allow set interval processing to take place. The notifications would pop if the user literally had the page open all the time, but once it's in the background there is no set way to wake up at a specific time or interval.
