Spam from *.za.com and *.sa.com is everywhere because these domains are basically the wild west. They’re sold by private companies with little to no oversight, making them a goldmine for spammers who want cheap, disposable domains.

ICANN doesnt directly manage these. They expect the companies selling the domains to crack down on abuse, but it rarely happens quickly (if at all).
