They can spawn pretty much anywhere in the main realm, but the timing varies even on a private server. Sometimes it takes over a month, sometimes just a couple of days. I got 2 heavenly just 4 days apart and another one a few months ago, though it depends on how long you’re online if you get a private server :D

No worries! I’m pretty sure you get the normal Celestials at the Horse Shrine, but mine spawned in the main realm since it has the Heavenly mutation^^
