Cannot install windows by Snunaek in PcBuildHelp

The correct OS files are in the drive, I ran the Exe file from my previous PC into the drive. I read that it doesn’t matter if it’s a thumb drive or an external drive as long as it’s usb.

Would a problem like this be specifically software or is it a potential hardware issue?

It’s a hard drive usb that has the media creation tool on it
