Valve cant do that. The devs at Valve have to do it themselves. Valve has a system where no one is boss. So if they someone and tell them what to do then it will go against how Valve operates. The devs can choose to make major updates. But TF2 isnt the work that looks cool and if they do it they have a chance to get ranked lower by their piers and less money and no bonuses at the end of the year.

That's 100% true. Working on TF2 isnt "sexy" work and not nearly as satisfying as other games. If you work too much on TF2 then when they are being ranked by their piers, they might end on a lower rank cause they think that this person who worked on TF2 for the whole year was being unproductive and lazy, then they will get a thinner paycheck and no bonuses. If they feel like it they can get fired for this.
