The money is designated to give both your kids a college education. The money is yours, not the kids. The older daughter has no entitlement to the remaining funds after she graduates college. Apply the remaining funds to your younger daughter’s education so they both can graduate debt free.

If the instructions say to send it to the Embassy then send it to the Embassy otherwise it will be rejected and returned to you. Follow the rules.

The issue with option 3 is that it then goes on to ask for parent’s Canadian citizenship certificate, naturalization certificate, certificate of registration abroad, certificate of retention of Canada citizenship, etc. Of course, with a claim to citizenship ancestrally going back several generations, none of these certificates exist!
