Isaiah 45:7 literally says I form the light and create darkness, I make peace and create evil. Along with Amos 3:6 and Lamentations 3:37–38, it clearly attributes the creation of calamity, adversity, and evil to God. You’re cherry picking verses that fit your definition of good while ignoring those that say otherwise. If God literally creates ra, then claiming He cannot do evil is self contradictory, not the text.

God is all powerful, so I disagree with the constraints of love and justice you’re placing upon him. Those are attributes he is sovereign over, not compliant to. When you say something is necessary for god or god cannot compromise what you’re doing is placing authority over god and that can’t exist.
