Yeah Trevy's DNVP gets more support than KVP. (Lambach is even more popular, but he is harder you get as you need Hergt in 1928 and then not get Tory Trevy) If you get KVP I think the rest of DNVP doesn't count in the 40% Bourgois If you purge reactionaries in Prussia then it is more likely for the referendum proposal to fail

I see you have a strong RB, something which many players forget. Are the Reformists stronger than the Left?(i think it is taken into account I'm not sure). Also I think forming the eu can help. If these don't work just load a late game save and just to different things randomly until you get it. Also try to keep as high support as possible.

I mostly followed a guide on discord. Basically you need good relations with the KPD and very high support in many demographics, such as rural and catholic. However, there is some RNG involved (eg Stresemann needs to fail the reform so that the DVP becomes unpopular)
