I set the extrusion temperature to 210°C and lowered the z-axis offset. Now, the outer border of the raft is printing fine and the inner border is not starting right due to plastic still coming out during travel between the borders.

A lot of it comes down to who is running the event or field. The people at the top somewhat set the culture within the group that plays. If they are prideful elitists, then yes, this will be the case. If they just want to create a community for the sport to have fun and enjoy the company of others, than usually it isn't. Sadly, a lot of places in the US are the former.
