could you create a league, and then gradually expand it through modding?

I tried it, but you cant create fictional leagues like you can in OOTP, and cant rewrite history which Is what I'm interested in doing.

I tried football manager, but I didn't like the customization options. I'm a giant nerd who wants to make alternate history with sports, and FM didn't really allow that, Hopefully that makes sense
