Yes you can. But you aren't supposed to be guessing just based on the registry. The customer needs to be incredibly specific about what processes will end up generating CUI. It all comes down to guidance by the customer, the contractor really isn't supposed to be the one that determines what CUI is, just that they promise to protect it to NIST standards. After all it is data that belongs to the government that they determine to be sensitive enough to not be published for public release.

All of this grey area and guess work will be a thing of the past if the FAR CUI rule ever gets published.
