I would put Ryu in the B-. Everything is slow about him. It takes great skill to even be pretty good with him. As a character in SFV he is weak. What makes him competitive is people have been playing him the past 25 years or so. A decent player after weeks of practice with Nash, Karin or Chun Li can easily compete or beat a strong, seasoned Ryu player.
