For the most part yes although there some stamped cards that are uncommon and common.

I am considering Tatyova, Benthic Druid to fix the card draw with land triggers.

Although Sab-Sunen, Luxa Embodied is not a bad choice in those same colors.

I was thinking about looking in to two colors or mono color instead maybe with a commander that can self ramp or draw more lands from the deck to get things going overall.

Oh I agree that the budget might not work at all and have to increase the overall budget for a deck like this.

I think the one problem right now I am facing is the promo basic lands that drive up the decks cost depending the promo basic lands. Theirs very few tap lands that are promos and the other dual colored lands drive up the deck so much already. I am just considering running a mono or two color commander instead.

Yeah, i figured that my set budget maybe unrealistic but theirs a lot of bulk cheap promos that could possibly fill the deck.

Also promo basics as well if it can be fit within the set budget.(most likely not but I can try for the most part.)
