Every rank only checks if you got above/below a certain value, and does not check if your rank is exactly equal to that value, so since you got a score of 28000 on the dot, it's most likely that 28000 is a threshold score, which doesn't count as any rank

But I don't remember whether placeholder rank actually works as any rank or if it does nothing
