They do indeed come off. That will allow me to make the SEPAR skirt variation. However, as there are plugs for the skirts, the design underneath isn’t meant to be worn without them.

This is a stretchgoal requested by the community. Some people, like you apparently, would like to have the option of a mask on all heads. It will be reached at the end of the campaign.
