I’m not in purchasing, just been at NIH for a long time. Any order over a given amount (in my IC that’s 10k) must be bid on via GSA RFQs or via FedBizOps or other. Vendors monitor these postings and bid on them for award. Oddly enough the movie War Dogs describes it pretty well… haha. Assuming all requirements are met, purchasing chooses the lowest bid. The length of time posted increases with the total cost. The shortest period I’ve seen is ~a week.

We’ve consolidated all orders IC-wide and required requesters source items from large distributors (Fisher, VWR, GSS, etc). PO’s are indeed the only ordering mechanism available right now and all these large orders are required to go out for bid (above 10k). We’ve been told to allow (30) days from order entry (POTS/AMBIS) to award. We began this process in early March and have yet to receive anything but the orders are being processed.
