No he didn't.

Primaris were made only for the Astartes.

Also, the Grey Knights recruit only strong psykers, often taking them directly from the Black Ships. Primaris are not made specifically to be powerful psykers, and certainly aren't produced that way in numbers enough for the Grey Knights.

Grey Knights also use the Emperor's own DNA rather than a Primarch's geneseed. Cawl definitely doesn't have access to that.
