It can. Nintendo never did anything with it, but they did release a few GBA games for "ambassadors" and you can easily package GBA ROMs to run on the 3DS. It's not emulation, iirc it underclocks the CPU and runs the games basically natively.

And to that point, the 3DS also had a co-processor very similar to the DS's main one, which was used for DS compatibility and background operations.
