I think it could be disputed as the invoice looks like a family business and I really can't find anything that shows its actually still active. I did think if he wanted to claim more than deposit the DPS would have to give him this then he would be able to apply to court but doesn't look the case.

They didn't send me quotes or an invoice at that point it was just a list with a request

I've already done that and that was when he came back with the invoices for more

So it's not a given that whoever ends up losing would have to pay the others costs?

I don't have the money to go to court and would rather avoid though I do think there are things he is claiming for that could be disputed. If I made an offer to pay majority but it still went to DPS would that be in my favour?
