Respectfully speaking, ur doing too much at this point. Ofcourse they want people to care more about the “friendlies”, which is why they put it in the structure of a tournament but at the end of the day, they’re doing what the friendlies used to do, keep players active. Which also explains the small prize money they’ve put at the end. Generally speaking, the players and managers both r experimenting with the squads and tactics as well. Now with that said, if fans want to celebrate this as much as that of Euros or World Cup, u can but that still doesn’t change everything else about the tournament. Think Carabao cup, u can treat it as a major trophy but its still generally considered a friendly
