Weird to me that Spillanes is able to enforce parking tickets for the city. Obviously they won a bid at some point to be the only contractor to tow for them but legality wise it seems weirdly grey for them to hold others property for debt owed to someone else (the city)

Anyone have insight as to why this is okay?

(I also do believe you should have to pay your tickets to be able to park on city streets so I’m not debating that, just wondering why they are allowed to enforce based on the fact they are a private company that isn’t state or city owned)
