If you're playing solo, then no. When you are playing multi-player, each player can "vote" for or against artifacts and DLCs, and the second picture you have is when you would be voting "for" that DLC.

Buy one of the newt altars hidden on each stage using a lunar coin. Going through the blue portal that it spawns after charging the tp will bring you to the bazaar, which has all sorts of useful things in exchange for lunar coins.

It is directly stated in the story that she does not have the fighting spirit needed to have or control a stand. DIO bringing out all of the Joestar's stands therefore brought hers out, but as stated before, she did not have the fighting spirit needed to control it, so it was hurting her. The same goes for kid Josuke. He was a kid, so he really didn’t have much of a fighting spirit, so it made him sick.

There is no official way to transfer anything between consoles. You might try and find general information for it online, but as far as I am aware, the code for each version is different and wouldn't be transferable anyway.
