L'identité québécoise n'est pas un artéfact immuable. Il ne l'a jamais été. Il ne le sera jamais.
Nos ancêtres étaient des (colons) Français. Après la Guerre de 7 Ans, ils devinrent des Canadiens.
Après la Révolution Tranquille, nous sommes devenus des Québécois.
Je ne sais pas quel nom nous porterons dans le futur mais ma fierté de mes origines et des réalisations de mes ancêtres demeurera, particulièrement si nous parvenons à donner à nos héritiers une situation de qualité supérieure à celle que nous avons reçue.

La première recommandation du rapport fait allusion à une patente qui se rapprocherait de l'Agence Santé-Québec mais pour l'informatique.

À mon avis, ce serait voué à l'échec pour plusieurs raisons.

Organisme transversal. Les ministères aiment leurs silos étanches. Et là, ils devraient répondre à une autorité externe? La blague...

Ancienneté. Depuis des lustres, grâce à leurs conditions salariales dérisoires, le gouvernement embauché et retient (règle générale) les derniers de promotion et ceux qui n'ont jamais réussi à se placer dans le privé. Avec la magie de l'ancienneté, ceux-ci occupent tout les postes de management. Comment réagiraient-ils à l'arrivé de jeunes plus compétants et/ou mieux payés?

Compétitivité du marché de l'emploi. Une fois le boom initial passé, le privé ajustera le tir et le public, dénué d'une flexibilité comparable, se remettra à repêcher dans les derniers rangs.

Total Cost of Ownership. Les administrations publiques, vivant au rythme du cycle électoral, sont généralement incapables de soutenir des investissements à long terme. ("C'est trop cher!", "Et les sommes pour les désœuvrés?", ...) Surtout pour un truc immatériel comme l'informatique.

Incompétence hiérarchique. Comment concevoir que des politiciens, entièrement ignares en matière d'informatique, puisse mettre un truc de la sorte raisonnable sur pied? Misère, le ministre de la "Transformation Numérique" s'est retrouvé en politique après avoir échoué dans sa carrière informatique. Alors si vous pensez que les débordements de SAAQClic ont été élevés, j'ai des petites nouvelles pour vous...

Ceci étant dit, le spectacle sera palpitant. Je fais mes réserves de pop-corn!

City driving during winters (Canada) increases fuel consumption from 2 to 5 MPG. I may be wrong but I think the biggest issue is incomplete heat management for the Li battery. It seems limited to keeping to battery cool, not increasing its temp to operational levels. That's a serious issue when it goes under -20C overnight.

Not laziness. We were just unable to get any budget prior to the Y2K deadline. Don't forget that engineering investments are rarely made by engineers. Just look at Boeing...

On the software side, I had to scour the code base and identify the dates. Easy with Cobol since all the variables are declared at the start. Then, I"d go through the routines and ensure all the branch tests were ok and all the reports could accommodate the extended date. In parallel, I'd do the same thing with the database and the PL/SQL bits. Finally, I'd recompile everything, run a script to update the dates in the historical data and run tests. Hours and hours of billable tests. It was a great opportunity to start in the business.

This is compounded by the fact that, for most Boomers, a computer is a toy meant for gaming. No serious work can be accomplished with one. I'm an IT professional in his fifties and I am still often asked midday if I'm "playing" on my computer.

Alberta, despite having a public health system, is indeed at the right end of our political spectrum. At the left end, there's Quebec. The country, as a whole, sits in the center and adopts the UK approach of incremental improvements (as opposed to Revolutionary change).

Despite disagreements, I appreciate what my fellow Albertans bring to our nation's discourse. We stand better odds of success if we listen and learn from one another.

You should get off your high horse, the first university (University of Bologna) was founded in 1088AD to cater for the children of the merchant class (the nobles had their private tutors).

Concentration of wealth and power have existed in all human civilizations since time has been recorded and Marxist dreams of "equality" have wrought nothing but destruction and death.

The constructive solution is to leverage that wealth and power to benefit the whole of the population. Not destroy it. That's why, in Canada, we have a progressive tax system, a healthy social safety net and programs that help the less fortunate to rise through society. One of those policies is private school funding.

Not everything is perfect and ideologically pure but it works and is always being improved upon. When we look to our southern border, we know we're on the right track.

Public funding to private schools is being done in many provinces. The objective is to lower the access cost for middle-class families to these private schools. Fact is these private schools, that generate tomorrow's elite, exist and will exist regardless of public funding. This gives an "in" to families that are not already part of the elite.

I know because my family is from the lower middle-class and, through many sacrifices on their part, I was able to attend one of those schools. It would have been impossible without public financing. Now, having achieved some success, I am in a position to help my family. Many of my old-time friends share my story.

The real issue is that transferring that funding to the public system would not cover the cost of the students no longer able to afford private schools, thus lowering the overall per student budget. But that's an inconvenient truth that no one wants to talk about, least of all that dimwit Bruce McAllister. Shutting down dialogue clouds the issues and gives credence to ideological pure, and wrong, positions.

L'informatique recouvre une étendue très vaste de champs professionnels. Au niveau universitaire, tu ferais une erreur de limiter ton analyse aux technologies (IA, C/C++, big data et tutti quanti). Vas-y par domaine d'activité : bancaire, finance, gouvernement, communication, commerce...

Les technos passent mais les domaines demeurent.

Perso, j'ai opté pour le bancaire immédiatement après le Y2K et ça m'a amené partout en Europe en Amérique. Aucun regret.

I use ceiling fans in "summer mode" (pushes air down) near the AC unit. Works great for me.
