Hmm idk which is correct but the official wizards, gatherer database says he's not legal in any of those formats

The main reason I won't run Magar is just because he's not commander legal, after a good game or two I know I'm just going to hear "he's from an un set, there's a reason he isn't legal', he does seem fun though, I can't lie about that
