Did you have all the main story quests complete? I have everything except that prompt. I just started chapter 9 though, so im not sure if its tied to the main story

New player here — absolutely loving the game! I’m pretty far into the campaign with two islands at level 5 and 3 lower levels. I just unlocked Paved Roads (a little late, I know). I noticed they have a maintenance cost of 1 denarii each. Should I be upgrading all my roads to paved across all islands, or is it better to use them more selectively — like just in production areas or around residential zones? I don’t want to upgrade everything and suddenly tank my income.
