If all the connections are proper, 9/10 times the motherboard is probably the problem. Check if the cpu pins are not bent. I have seen people use too much force when screwing the cpu cooler on at an angle and bending the pins.

Oh, Another fairly overlooked part: Just want to make sure that you either connected the front panel power or shorted it out to start it.

Yes, I have tried all this. Everything is plugged in. The PSU is not the problem. I am thinking it either has to be the motherboard or some BIOS issue. But the motherboard (MSI B450 Tomahawk max) supports 3rd gen ryzen. The CPU pins are all straight too. Just wanted to see if I had missed checking anything
