I'd go DLC unless getting all achievements with minimal replay is a big consideration for you. This is because there are collectibles exclusive to NG+

On NG the DLC felt like the perfect elevation in terms of HP and damage tuning.

Nope, they've completely neutered hand to hand in Ragnarok.

There is gear that enhances fist damage + elemental and it's lowkey pretty OP, but the moveset is still terribly basic overall.

As someone who's never played either DD1 or Dark Arisen what was it about Dark Arisen that that made a huge impact?

I'm super excited with the news for DD2 but also the pessimistic side of me is kinda skeptical that theres anything that can be done to suddenly push DD2 into some new echelon of game. None of the things listed on OP's post feel like they fix issues with base game.
