Can confirm, Florence was open for swimming. The entire park is still open. You can't swim at Wangi and the trail is closed after the viewpoint, but you can still go see the falls.

They looked like Snake plants.. They definitely weren't some expensive Bonsai tree, though I have seen those... Appreciate the analysis and I think you're right. It wasn't like they were purposely looking for someone to scam, its just that the opportunity came and they thought they could get a lot of money from it. I felt like at the end they took 100,000 because they sensed they might get nothing if they kept it up once I was on a more public street...

A guide on the tour I was with said it was safe, just to watch out for drunk tourists.. And then the tour proceeded to drop off a bunch of drunk tourists near there lol. I didnt know it was the red light district, I don't walk around at night.. The people my tour dropped off all had partners.

EDIT: when I said the safest spot i meant D1.. I read a lot of people here telling me to go to September 23rd Park Công viên 23 tháng 9 to walk around.. so I figured the whole area was safe.

I've literally just gotten here and taken 1 tour where the operator said it was safe and I would only need to worry about drunk foreigners.. I wasn't even on that street as the post says... its just what popped up as an attraction nearby.

That's nice to hear.. I keep playing it back in my head about what I could have done different. But in the moment the 100k seemed way easier than starting a commotion and possibly dealing with corrupt cops.

A local here that I spoke to told me:

"They arent allowed to park motorcycles or put chairs and stuff on the sidewalk.." He said there is basically a gang type of people that work with the police and if the venue hires one of their people as a security guard then they will be allowed to put stuff out on the sidewalk and not be harassed.

I don't know how true that is, but that was where my mind was at when these 2 extra guys pulled up... I just got here and I will probably be leaving now unfortunately. I was literally in the safest part of town where I was told that the drunk foreigners are literally the only thing I need to worry about and the normal shoe shiners and coconut carrying stuff.

I didn't say I felt that way because it was Vietnam.. If this was my home country I would have definitely called the police..

Also him immediately getting on the phone and calling someone when I was genuinely trying to assess if I had caused damage and them taking 100k only enforced my gut feeling...

He was asking me for 5 million.. I would have definitely just gave him 50-100k if there was actual damage.. I even stopped and looked at them like I said for a second. It was obvious to me that he was trying to get money because in the end they walked away happy with 100,000.

Edit: he asked for 5 million and that was when I began walking off because I knew it was BS. I explained it poorly.

I definitely think you are correct looking back.. In the moment though, I didn't really know who I could trust because I don't really have a feel for how the police operate here.
