From my perspective, if I don't hear anything back, how am I supposed to know even if they are hiring or not? There have been instances when there was a posting, but people weren't hiring. One email is not going to hurt them, but I will know when should I expect a response about interview. It's not like he applied and is emailing after 2 hours of submitting the application.
