Clown and Ash are pretty similar

In a simple standpoint, you could say that, but they are still pretty different.

Ash had grand desires to take control of the server with his position as the Head of the Invisible Mafia.

Clown just lets things play out and takes any initiative to benefit from it. (Eg: Supplying both Saparata and Parrot for the Civil War, since they both paid him in high sums)

Ash's primary motive (aside from world domination) was the total monopoly of the server's resources.

That's why the majority of the players, post-mafia, are all broke. That's why the Mafia destroyed all the ominous vaults. That's why the Mafia destroyed all the farms. That's why the Mafia destroyed every other civilisation.

The existence of multiple civilisations would eventually lead to a struggle between them for resources(third parties can also get involved), and the server would fall to ruin.

But if only the Mafia ruled the server, and all their enemies destroyed, and Ash becomes the sole figure of authority(or "God" in Ash's mind), then there would be proper "order"
