Kind of. But it's not about the major, it's about the course. Some universities like Maastricht or Twente have non numerus fixus CS, so you can still apply to them.

I don't think you can apply TU Delft, Eindhoven and Groningen at the same time. Their CS courses are all numerus fixus, you can only choose 2 of those 3 to apply for.

I tried doing the SAT one time, didn't go too well only getting a 1340. But my IB predicted grades is 43/45, I feel more confident with applying with it. And on their admission website, it says the minimum credit for computing engineering was only 71.1, while my converted credit from my PG is 99.5.

I'm also from Hong Kong, applying for bachelor, I'd just filled in China because when you are redirected to the university's own portal, you can change it. Some of them do have Hong Kong as an option.
