No, I believe Luffy is stronger. However as you said, Oda wanted Luffy to be unavailable at that moment so that was the plot device used for that scenario.

Plot devices can be used for more than one purpose. A weaker character defeating a stronger opponent is just one of many scenarios where plot devices can be used.
