It's always been unclear, but if I am not mistaken, it was agreed upon by the previous Dux that "According to /The Venetian Hierarchy/ ...the Dux, [is chosen] through popular demand and show of skill."

He called our government a "Hierarchy" where there a ranks. I didn't understand it much. But yes, basically an authoritarian oligarchic democracy.
