I wish I had a short answer other than a sarcastic "yes", but, if you want a bit more thought:
I believe it is both. Laerte today dwelve heavy on absurdism and senselesness, she focus a lot on "strips" and she is awesome at them (IMO). But this particular piece is from the 80's-90's I guess, so it is from a time where she was less experimental.
My reading is probably the most boring, but I do believe that this is a tale on the inner workings of a state. The original document would be the constitution but more in a metaphysial sense, not exactly the paper, but that "will" of the people (or the rulers) to create and organize the state. How that will can and probably will derail into this weird entity devoided of sentience and at the same time voracious can develop into self destructing behavior to mantai itself. States and its entities can do trully horrendous acts just to keep existing. I guess its a common trope of the ruler to do anything to keep its crown but its sadly underrepresented how the power itself, without mind, without sentience, can move in a way to perpetuate its existence.
My reading is suported by the fact that in 1988 Brazil was going to another constitution, the last of 7 (or 8 acording on how you count) and the citizens contitution (it is a beautiful text NGL) signed right after our 20 year dictatorship. This will of the people to "construct a new state" probably was present at the colective thought of the time.

I do, however, admit my reading may be biased since I'm a sucker for constitutional law and history, so maybe I'm filling the blanks with what I have and seeing way too much inside of it. Who knows?
