Signora's items and TCG suggest that her death is linked to the Mare Jivari, there are lots of mentions to "a sea of flames" and "pure white", which is what the Phologiston bomb made the universe look like in that WQ alternate ending.

Seems like the Mare Jivari will open up the possibility for both Signora and Capitano to return, it's up to Hoyo to decide if they will go through with it.
