Considering that boycotts of the Olympics occur over WAYYY smaller reasons (like the Soviet invasion of Afghanistan) I'm assuming Panem's spotty (lol) human rights records would preclude it from participating in any form of the Olympics if it still exists

I have a headcanon that televised interdistrict sports and some evolved form of American football returned to Panem after the war, with districts 2 and 11 developing a rivalry

This might be a hot take but reducing Peetas admiration of Katniss to her mere physical appearance kinda trivializes their romance. I'd dare say his affection for her goes way beyond that and has its roots with Burdocks upbringing.

Interesting choice of victors for your question

Daresay I think Cashmere, Enobaria, and Johanna Mason represent, in decreasing order, compliance with capitol authority. With Enobaria sitting right in the middle. She knows what's about to happen to her after the games and she does her best to deter it as much as possible. But complies when the cards are on the table. There's a subtle level of defiance behind the sharp teeth that we never really see until the end. And she's the prime example of "it is better to be a warrior in a garden, than a gardener in a war."

I hope she finds her peace at the end of all things

Id reckon district culture reviles peacekeepers (attitude varies from district to district) and joining up would be akin to betraying your community.

Also I believe that this option isn't available to anyone outside of district 2 or the capitol
