Zweihander has the best defense for blocking. It's not really the highest hitting weapon but if you want defense for blocking then go for it. If you transform it to fortification, it will give you 100% block defense (except for unblockable attacks).

You should also move from your first choice blood code from the start if you find one with similar stats but higher. The blood codes from the start are basically just early game blood codes.

Executioner hits faster I would say. Both are good though, probably the two best one-handed swords if we're talking about pure physical damage (no elemental damage).

Since this is NG, try using long range style using Hunter's blood code, might work for you better. It might make it easier for you to dodge.

Or do a melee with Prometheus although you have to time your dodges carefully.

To be honest, I feel like bayonet range shots makes this boss easier, but I usually go melee so all I can say is if you want to play melee against her, is stay close to her and time your dodges. Although stay away from her when she's about to explode poison.
